Move JDK to \instrument\apps\

As a developer I would like to put the JDK in \instrument\apps\ when we do a deploy, and for developer machines.

We already do this for MySQL.

we may be able to get away with just copying a zipped jdk and setting JAVA_HOME, or worst case we may need to run the installer.

acceptance criteria

• things that rely on the JDK are tested without the msi installer being run
• if the above requires it the deploy script and first time installing and building page are updated to reflect the new location

Doing this as i noticed when deploying to NDXMOTION that the JDK headless install didn't work and this will break every deploy next time we do a release.
