Describe the bug
There are two bugs in the contact page:

1. the color of the contact card looks bulky.
2. the contact form should be in the center.

To Reproduce
Steps to reproduce the behavior:

1. Go to the website (https://journal-policy-tracker.netlify.app/)
2. Click on the Contact link in the navbar
3. Scroll down to the contact form
4. See an error

Expected behavior
The color of the contact card should be off-white, have a slightly greyish box-shadow, and have a hover transition. The contact form should be in the middle and add a heading 'send us a message above the contact form to enhance the user's experience.
