Delete and replace `fd_bank_hash_cmp`

• This shouldn't exist in production.
• For test / debug scenarios, it should be a zero cost small add-in on the tower tile or something. No need for concurrent structures and vote program mods.
• We do not need to log a "NOTICE" (useful operator information) every 400ms that the validator "matched" (a/k/a did it's job properly with no problems)
