Steps to reproduce

I've just installed it with
gh extension install github/gh-actions-importer
and run
gh actions-importer dry-run bitbucket --path ./bitbucket-pipelines.yml --output-dir ./output,
And I got following log.

I run sudo apt update && sudo apt install -y libicu-dev

and it told me that libicu-dev is already the newest version (70.1-2)

✔️➡️ I fixed the problem with export DOTNET_SYSTEM_GLOBALIZATION_INVARIANT=1
