py(deps) libvcs 0.32.2 -> 0.32.3 (pytest fixture fix)

Automatically includes `gitconfig` for `git_remote_repo` fixture and
`hgconfig` for `hg_remote_repo` fixture, and allows the extra commit functions to accept env variables.
