Remove spec and TypeScript defintions

The specification work has moved to whatwg/html#8502.

The TypeScript definitions have moved to DefinitelyTyped: https://github.com/DefinitelyTyped/DefinitelyTyped/blob/master/types/dom-navigation/index.d.ts.
