Migration to dart 3.6

Since the package:web PR has stagnant, I decided to take a crack at pushing the code base to dart 3.6. dart:html and dart:js will be removed and all the dependencies updated to the latest including analyzer to 7.4.4. This work is based on a fork from master branch (the latest working version). Current progress is that all the packages have been upgraded. Work is on going to resolve the failed test cases.

• ngcompiler - 119 tests passed 0 failed
• ngdart - no tests
• ngtest - 94 tests passed 2 failed
• ngform - 154 tests passed 15 failed
• ngrouter - 7 tests passed 25 failed
• golden - in progress
• _tests - 215 tests passed 154 failed
