Spyder does not launch with the selected environment if it is already available in the system

There is a bug when launching Spyder.

If Spyder is already available in the system, it will use it. It will not install a dedicated Spyder session on your environment and it will just load your general Spyder. We have to solve this.

Whenever we launch Spyder it should always use the dedicated environment.
