[Local GC] Enable feature: STRESS_HEAP

Related to https://github.com/dotnet/coreclr/issues/10403. STRESS_HEAP was disabled because it is tightly coupled to both EE and GC details.

Triage:

This issue is blocked on #7704. It is not desirable to stabilize the current semantics of STRESS_HEAP by exposing implementation details on the EE/GC interface.
