In #601, I just disabled all net4* tfms from the tooling. Since xliff-tasks has already enabled TFM trimming, would you mind regenerating these new packages in order to remove the net46 tfms from them? |

Adds the following packages:
There was an issue with the generated content for Microsoft.Build.Framework that required manual fixup. Since it was specific to net46, I didn't think it made sense to log an issue for it since it wouldn't be applicable anymore once TFM filtering is fully enabled.
