This test is pretty much pointless now as shouldIgnoreRuntimeError doesn't have any logic left in it.

Since we are going to have different logic than
skip_unavailablefor skipping decisions in CPS, we should not use "skip_unavailable" as a synonym for "whether we skip a cluster on failure" anymore.
