fix(chat): rework apps and toolsets editor exit flow (Issue #4901, #4913)

Description:

• redirect to returnUrl when exiting editor

Issues:

• Issue Card should be open on creation of app/toolset. On saving changes from editing user should be redirected to the page from which Editor was open #4901
• Issue [Regression][Admin view]: incorrect redirect back when admin click Save and Exit in App Editor for app from publication request #4913
• Issue [Regression][Code app] It's impossible to close expanded view for the code; also icon stays on the screen #4935
