Fix pull jobs in this repo

We had overriden https://github.com/kubernetes-csi/external-resizer/blob/master/.prow.sh to temporarily deal with failing tests. We should undo those changes and figure out how to get resizer jobs configured correctly.

We also need to update release-tools
