No global package with unsafe_new_with

I'm trying to use a Lua runtime with debug enabled. I have the following test code:

let lua = unsafe {
   Lua::unsafe_new_with(
       mlua::StdLib::DEBUG & mlua::StdLib::ALL_SAFE, mlua::LuaOptions::default(),
   )
};

let res = lua.load(Path::new("test.lua")).exec();

But when I use this with the following test.lua:

package.preload["mypackage"] = package.preload["mypackage"] or "nothing"
return package["mypackage"]

I get the following error:

runtime error: test.lua:1: attempt to index a nil value (global 'package')
stack traceback:
        [C]: in metamethod 'index'
        test.lua:1: in main chunk

This happens even if I add mlua::StdLib::PACKAGE to the set of libraries to load. The error doesn't happen if I use the regular Lua::new() (without any debug in the Lua code).

mlua::StdLib::DEBUG & mlua::StdLib::ALL_SAFE needs to be mlua::StdLib::DEBUG | mlua::StdLib::ALL_SAFE or mlua::StdLib::ALL
