Too much demand, too little bandwidth:
The o3 model is extremely lightweight, which makes it very attractive for devs and app builders. That popularity puts a strain on available capacity.

Priority is given to ChatGPT users (e.g., o4-mini) and API Plus/Pro plans:
If you're using the free tier of OpenAI Playground or API, you're likely seeing the harshest rate limits.

Quota Settings Are Still Rolling Out:
OpenAI hasn't finalized token quotas for all orgs and accounts. Many users are technically allowed to access o3, but get throttled to 0 or near-zero capacity, hence the Rate limited, try again in 10053 seconds message.
