Customizable Cursor Styles and Behavior

It would be great if users had the ability to customize the cursor in Phoenix Code. This could improve personalization for users.

Proposed Features:

Cursor Styles: Options to switch between Bar(default), Underline, and Block cursors.
Cursor Color: Allow users to set a custom color for the cursor as per their preferences.
Blink Rate: Provide an adjustable blink rate in m/s. 0m/s will make the cursor static and non-blinking.

This feature can be toggled from the preferences file. We don't need it to add as a menu item.
