feat: Win/Linux Dual Compatible WORKSPACE

- Add support for OS compatibility in the `WORKSPACE` file and `BUILD`
  files across the repository
- Upgrade bazel version to enable Windows builds in MSVC command prompt
- Validate multiple builds on CI, including with new Bazel version
