Improve Component Accessibility Testing

Following this discussion: #6170, would you prefer creating more automated tests, defining a manual checking process, or a combination of both to make sure our components are as accessible as possible?

1. Add more Automated Tests: Investigate gaps in our current coverage and expand our automated testing process.
2. Add a Manual Check Process: Define a commonly accepted list of tools and create a manual quick check. Add this to the standard component to-do list.
3. Add both automated tests and a manual check process
