Introduces a 'synonymPermutations' option to generate annotation permutations using synonyms from ontology fillers, not just labels. Updates the annotation generation logic in ExpandedDOSDP and Generate to support this feature, and extends the CLI configuration to allow users to enable or disable synonym permutations. WARNING: this feature was vibe coded. I have zero experience with Scala and this needs a Scala expert to review.
Bump Scala version to 2.13.12, sbt version to 1.9.9, and project version to 0.19.4 to keep dependencies up to date.

Is there a matching PR on DOSDP spec or is this just adding support for an existing feature? |

This is currently blocked exactly because we need to extend the spec a little before moving forward. |
