Introduces a new type
TZAbbrwhich is a specialized string type meant only for time zone abbreviations that minimizes storage costs and allows for inlining. This is meant to be used by transitions which should only contain abbreviations.I worked on this a while ago and there is definitely more work to be done here but I think it's good to have the PR up for reference.
