Adding Microsoft Defender multitenant portal to affected list; We tested https://mto.security.microsoft.com and if "Windows Azure Service Management API" is blocked on the users home tenant by Conditional Access the MTO portal fails to load tenant list. Error "Failed to load some of your tenants. Please check your conditional access policy." https://security.microsoft.com remains functional.

Pull Request Overview
Updates documentation to include Microsoft Defender Multitenant management portal in the list of services affected by Conditional Access policies targeting the Windows Azure Service Management API. This addresses a discovered issue where blocking this API prevents the MTO portal from loading tenant lists.
- Added Microsoft Defender Multitenant management to the affected services list

The additional blank line at line 74 appears unnecessary and inconsistent with the existing formatting pattern in the list.
