Can we have a macro like this for https://github.com/OpenMathLib/OpenBLAS/blob/develop/kernel/power/sgemm_kernel_power10.c#L128 to reduce the number of lines?

This PR adds the loop unroll in dgemm_kernal_power10.c and VSX implementation of dgemv_kernel_4x2 and dgemv_kernel_4x1.
