Governance token contract

This contract is also a FA2, but with a special role, called oracle, who can distribute governance tokens as long as the max supply is not reached.

Governance tokens already live on the ethereum side, where the max supply has already been created. This supply is under the control of the quorum, so the only way to get governance tokens, beside buying some, is to receive them on tezos, by being a recipient of a distribution.
