Added instructions for using Visual Studio on M-series Macs and symlink setup for C-S-S changes.

Description

Moving docs out of the defunct asana task.

• Not sure if we should suggest Parellels as the happy path as historically it's not that great for everything. Same for WSL.
• Also the macOS stuff seems specific to a project, I think should be reworded also.

Also not sure on the formatting lint issues... I'm not working on this so don't intend to fix right now.

• Docs (Windows):
  • Add guidance for using Visual Studio via Parallels on M-series Macs (resource configuration notes).
  • Link to Windows browser README for Visual Studio setup.
  • Describe C-S-S testing via directory symlink (mklink /D) between submodules/content-scope-scripts and macOS content-scope-scripts (with shared disk reminder).
  • Recommend setting up WSL for familiar CLI tools.
  • Consolidate related links under "Other guides".
