Description
Starting with OV 2025.4, QDQ stripping for GPU is done in the core OpenVINO.
This change makes the corresponding branch conditional to enable for accuracy validation and proper handling when OpenVINO 2025.4 is released.
To be merged after openvino#32266 and (if necessary) corresponding GPU performance fixes
