update tslint rules

• Updated tslint.json to latest rules, see https://github.com/palantir/tslint/blob/master/CHANGELOG.md#v300-dev1 breaking changes:

no-trailing-comma rule removed, it is replaced by the trailing-comma rule (#687)

Rename sort-object-literal-keys rule to object-literal-sort-keys (#304, #537)

• changed no-require-imports to false since we are using require for webpacky things
• fix minor traling comma linting error

Test this out (before && after the patch): ./node_modules/.bin/tslint app/**/*.ts
