Add GitHub CI/CD workflows for automated testing and code quality

Changes:

  • CI/CD Pipeline: Automated testing across Node.js 16/18/20 with PostgreSQL integration
  • Code Quality: ESLint setup, security audits, and dependency checks on commits/PRs
  • Release Workflow: Docker build and release automation for tagged versions
  • ESLint Configuration: Added linting rules and npm scripts for code consistency
  • README: Added workflow status badges
