Add raravena80 to Datadog users with admin access

Description

This PR adds raravena80 ([email protected]) to the PyTorch Foundation Datadog instance with admin role access.

Changes

• Added raravena80 to the default_users configuration in datadog-users.tf
• Assigned Datadog Admin Role for full access to monitoring and observability tools
• User will be created in enabled state

Justification

Requesting access to the PyTorch Foundation Datadog instance for monitoring and observability purposes.

Testing

• Configuration follows existing pattern for other admin users
• Terraform syntax is valid
• Will be tested during Terraform plan/apply process

Hello, as we're trying to maintain relatively limited access. Can you please explain what you're trying to achieve with your datadog access before approval?
Also we would request that you use
[datadog_role.roles["custom-read-write"].id]
rather than admin roles.
If approved, this will grant you the ability to view observabilty data and create monitors.

Context: I joined the multi cloud WG yesterday and @afrittoli suggested opening an PR to get access to Datadog. So this is the PR, let me know if anything needs to be changed to have different permissions. Thanks!
