Initial Automation of Container Creation

Three workflows exist for creating Ansible Execution Environments (EE):

• dev - newest approved collections from dev branch (good for qa testing)
• latest - latest available collections from galaxy
• stable - well defined collections with version numbers

The current containers are based on CentOS 9 Stream and built for AMD64 and ARM64
