Beta2 integration for CLDR 48

Small update for changes in CLDR since beta 1, mostly for Eras.

@yumaoka , @markusicu It seems that we have problem with time zone round test again (https://unicode-org.atlassian.net/browse/ICU-23183)

I don't it was caused by any change done for this PR. so I am slightly puzzled why this keeps happening

@AEApple @DraganBesevic @macchiati this is a regression. SourceForge stuff is ancient. I am baffled that someone dug up a URL from the stone age.

Please revert this change in CLDR.

I don't it was caused by any change done for this PR. so I am slightly puzzled why this keeps happening

This looks like an old test failure. The exhaustive tests have been passing for a couple of weeks.

Did you start from an old main commit, from before Yoshito fixed this? If so, then please try to rebase onto a current commit.
