Bug: Cache Version Mismatch Causes Unpredictable Behavior

The @actions/cache dependency has an inconsistent version specification: package.json pins it to an exact 4.0.0, while package-lock.json uses a caret range ^4.0.0. This mismatch, which deviates from the project's standard use of caret ranges for other dependencies, can lead to different versions being installed across environments, causing unpredictable behavior and preventing automatic compatible updates (including security fixes).
