Summary

Support pushing high-resolution metrics to AWS CloudWatch.

This PR adds a storage_resolution: {} map to sinks::aws_cloudwatch_metrics to control resolution of individual metrics. Defaults to standard resolution (current behavior) if unset.

See MetricDatum::storage_resolution in the AWS SDK docs for details.
