feat(aws_cloudwatch_metrics sink): Support AWS CloudWatch high-resolution metrics

Summary

Support pushing high-resolution metrics to AWS CloudWatch.

This PR adds a storage_resolution: {} map to sinks::aws_cloudwatch_metrics to control resolution of individual metrics. Defaults to standard resolution (current behavior) if unset.
