fix(u2cv2) Data converter for case U2CV2 enabled but return old format data

This pull request addresses

To cover case that when client request U2CV2, but api return old format catalog data. Need to covert these data to same format. (Native client's code has this logic)

by making the following changes

check the return data.format, if is not U2CV2, convert it and return services which in V2's format.
