SERIAL_FC functionality is available for all nRF5 targets
Is already introduced in NRF51_DK and NRF52_DK.

Could be enable as well in:
TARGET_NRF51_DONGLE
TARGET_TY51822R3
TARGET_DELTA_DFBM_NQ620

For the dongle I will do it by my self.
