test: add ServiceBus SDK tests

Description

Adds ServiceBus SDK-type bindings tests using emulator
Note: no SB topic or batch tests yet

Migrates Blob SDK-type binding tests to use emulators
Moves HttpV2 tests into E2E directory
Adds HTTP triggered snake-case naming convention tests

Removes unused GH issue templates.
