WebApp:Restore-AZdeletedwebapp Powershell cmdlet only works locally if date format is MM/DD/YYYY.

Description

When running Restore-AZdeletedwebapp in several formats, we get an error related to the date format. If we running it directly from Azure CLI in the Portal it works well.

I managed to make it working well, but the same command fails other times.

Steps to reproduce

1. Delete an Azure webapp
2. Make sure it has been deleted by running get-azdeletedwebapp
3. Run this (with my app as an example):
   Restore-AzDeletedWebApp -Name ignaciocentralus -ResourceGroupName lab -location centralus -TargetAppServicePlanName centralusasp

The error I am getting is:
Restore-AzDeletedWebApp : String was not recognized as a valid DateTime.
At line:1 char:1
