Added new cmdlet Restart-AzHost cmdlet for restarting dedicated hosts

Description

This work adds the Restart-AzHost cmdlet for restarting dedicated hosts. This is distinct from deleting them. This cmdlet operates very similarly to the Remove-AzHost cmdlet.
