Copy #18193 and fix CI issue on generation branch

Description

Issue caused by src/Az.props and src/shared/* (introduced by #18162) not synced to generation branch.
This PR was based on #18193 , with those missing files copied from main branch.
I also submitted #18207 to make sure those files are synced automatically.
