• you can use package distribution LiveTex for Windows\Linux and make sure to select (meduim or full) packages scheme during setup to compile any packages in our template or any other template without downloading them one by one.
  

• For editing you can use TexStudio or any editors ,No matter what editor will be used Texlive will set every thing in compilation chain ,you won't change any thing in editor configration.
