Investigate if it is possible to add weights so that national records recommend other national records (and P/T recommend other P/T)

Based on a bug report we received internally, I think it would be ideal if we can add greater weight so that national records point to national products (and P/T records point to P/T records).

The recommendations points to a mix of national and P/T datasets. However, it would be ideal if we can add greater weights to other national datasets.

I see that open.canada.ca has a ‘Similar records’ section and the national record point to other national records: https://open.canada.ca/data/en/dataset/a4b190fe-e090-4e6d-881e-b87956c07977
