Zeroes after decimal are not displayed even if precision is specified

Shown is an example of the same page with v3.2.13a on left and v3.1.6 on right, the text update widgets have 'precision from PV' unchecked. 'I SP' has precision set to 3 and 'Ramp Rate' has 2. In 3.1.6 the correct number of trailing zeroes is correct, in 3.2.13a they are lost.

His issue is on 3.2.x. I'll do a pull request to 3.2.x with the change
there too. Also, please use pull request to commit to master, so we have a
nice trail of issues solved by commits and when they were merged.
