BUG: Program plugin doesn't reindex when installing/uninstalling/updating UWPs on RELEASE build

• I am using the latest version of Flow Launcher.

Problem Description

When installing, uninstalling or updating UWPs, Program plugin should automatically reindex. But it doesn't on RELEASE build of dev branch and release v1.16.1 and v1.14.0, and v1.10.0 (other versions not tested). DEBUG build works well, with/without debugger running.

Related to #2339. The issue can be reproduced on v1.14 so not related to #2123.

To Reproduce

1. Install/uninstall/update an UWP app with the release build running.
2. Type the name of the UWP in Flow.
3. Icon is missing, or Flow doesn't show result.
