Enhancement: Support .url Internet Shortcut File Icon

Problem Description

Internet shortcuts with .url extension do not show their icons in Flow Launcher.

To Reproduce

1. I created a shortcut to https://www.flowlauncher.com/ on my desktop.
   1. I did this by dragging the URL from my browser window onto my desktop.
2. I downloaded the Flow Launcher favicon from https://www.flowlauncher.com/public/favicon.ico.
3. I set the favicon as the icon for my desktop shortcut.
   1. Right-click the icon.
   2. Properties.
   3. Change icon.
   4. Browse and select the favicon.ico file.
4. Start Flow Launcher and search for the internet shortcut.
5. The shortcut item in Flow Launcher will be missing its icon.

Images (including plugin images) are loaded by this class https://github.com/Flow-Launcher/Flow.Launcher/blob/dev/Flow.Launcher.Infrastructure/Image/ImageLoader.cs, you can debug through the code to have a look how it's done :)
