In this PR we pin the CodeQL CLI version number for publishing the community packs.
The workflows could benefit from further refactoring (out of scope for this PR) as the logic for the steps are quite similar and it would be ideal if the environment variable setting the CLI version number for the publish and CI workflows is set in one place.
