How do I dispatch e.g. package_linuxppc64le to a Buildkite agent with the correct architecture?

I looked through the list of agents (https://buildkite.com/organizations/julialang/agents), but I couldn't find any agents in which the arch key is set to a value that is not x86_64.

I enabled the zen workaround on all of the AMDCI machines.

We should also figure out the remaining test failures. There are 6 failures from cmdlineargs, which I'm having a hard time figuring out.

And then there's one failure from the Distributed tests.

I can't reproduce any of those failures locally.
