This version has been rebuilt to have 32 threads by default, instead of 512 as it accidentally happened before. The large number of threads caused problems on some platforms, including `StackOverflowError`s. Fix #43008.

Memo to self: to update the library, change the version number in
stdlib/OpenBLAS_jll/Project.toml, runmake -f contrib/refresh_checksums.mk -j openblasand remove the old checksums from the updated filedeps/checksums/openblas.
