Switch to GitHub Actions #50
Description
With the Travis credit system coming in I think we need to switch to GitHub Actions. Full tests currently take 42 minutes which means we'll fairly quickly get through the 1000 minutes of free credits.
I'll make a separate issue to reduce the length of the tests, but still moving (currently) will give us more reliable CI.
