During precompile, Julia asks for firewall permission to access internet on WIndows

I would expect precompilation to be side-effect-free, and permission to be requested on the first invocation of a request by the user. Or at a minimum, when the code is being loaded for the first time.

It results from the precompile call to HTTP.serve! and the firewall tries to set up permission to access the public internet, but denying the request doesn't cause the subsequent dummy request to fail.

If the IP is specified as "127.0.0.1" then all is fine. But with the port specified as "0.0.0.0", it triggers the firewall. Documentation suggests that the latter is used when you want to open a server up to external requests, and other research shows that this IP means listening to the open internet. Seems like a bad idea, even briefly!
