fix: reorganize and schedular bug

Summary:

Key Changes:

1. Configuration Cleanup:

   • Removed duplicate scheduler configuration entries in config.py

2. Reorganizer Logic Updates:

   • Changed default _reorganize_needed flag from False to True
   • Reduced structure optimization interval from 600s to 100s (for both LongTermMemory and UserMemory)
