Gemma3 27B tests are failing on GB200 due to missing kernel support for the vision encoder.
https://nvbugspro.nvidia.com/bug/5451391
This MR waives these tests. Long-term solution to be tracked with this: https://jirasw.nvidia.com/browse/TRTLLM-7237.
Also, updates a few Gemma3 tests to make them less memory-demanding.
